Federal Republic, Opinions

Political and non-political youth in Pokhara, discussed their role and opinion on nation building processes and federal republic in a recent program held on 17th march 2007. The interaction on "Federal Republic: Youth Opinion" was organized by Youth Initiative in Pokhara. In that program, Pokhereli partisan and non partisan youth not only shared their opinion on federal republic but also sought their role in the up coming constituent assembly election.
The recent revision of interim constitution declared that Nepal should be federal rather than only republic. To address the Madhesi movement and recent protest and bandas by other ethnic groups including the Janajatis, parliament made this revision on interim constitution. Various forms of federal state have been proposed on the basis of geography, ethnicity, language, and many more.
Madhesi and Janajatis are arguing that federal state should be divided on the basis of ethnicity. CPN (Maoist) has already proposed 9 federal states, Limbuwan for Limbu, Tamuwan for Gurung, Khas state for Brahmin and Chhetris and other state on the basis of ethnicity. Other political parties have no any clear modality for the federal state till now. But there is still on going internal discussion/ debate within their parties about federal states.
At the beginning of the program, Dr. Bishwo Kalyan Parajuli (Head sociology and Anthropology department) presented his paper on "Inclusion issues on Nepalese society and Restructure of States”. He has proposed that Nepal should be divided on 4 federal republics on the basis of geographical region namely, Khaptad FS, Lumbini FS, Janakpur FS, and Sagarmetha FS with the inclusion of all ethnic, religious and class and giving regional autonomy to their federal states.
With some criticism to Dr. Parajuli’s paper, Madan Aale central committee member of AANSFU(R) affiliated to CPN (M) advocated his own parties proposed form of federal state based on ethnicity. Rajiv Pahari, youth leader of CPN (UML) raised the issues of the deadline for constituent assembly election and need of awareness to be created for general public about inclusion in federal states in depth.
Yograj Lammichhane, representative of the Nepal Student Union affiliated to Nepali Congress has raised his objection on the CPN (Maoist)'s proposed Federal states. He is worried that CPN (Maoist) proposed federal states may lead to disintegration of nation. But he recommended that federal states should be on the basis of geographical region and over successful consensus between different parties.
The interaction program moderated by Samundra Paudel was held with the cooperation with its local partner Yuba Forum, Youth for Humanity. To conduct the discussion Mr. Samir KC, pokharacity.com (Ravi and team), leader universal guys, PU past students had given a huge contribution to Youth Initiative.

Federalism great

post by: Freedom @ 01 May 2007, 08:46 pm

Federalism is the top listed demand of s4 disadvantaged group of people and community. Up to now there was a system based on one caste, one language and one state. From the past selection and democratic exercise it seems that one one caste or two some have been been taking the advantage, in every level of government sector only the people from these caste have entirely dominated. So we, the rest of of the community people are the citizens of this country or not, or are we just the tax payer machine.
The one stated country should now be converted to several states based on language, culture and geographical regions. So that people from the same locality and language can take part in every organs of their respective state, like Tamuwan people from Tamu community should be given the first preference for the selection process and so on. But it doesn't mean that other people residing in the same state should not be included in the organs of state, as a passge for them as well they can compete in general quoata. This can keep the relationship among the various community bonded strond and mutual undestanding can be established just like the country like Belgium where each community have their own territory based on their language and mass. Since nepal is a democratic and multilingual, multi cultural country so each community have the right to conserve their own culture and language. If this can't be done one's identity if going to be diminished from this world so what is the use of word called heritage.

I believe that nepal should be a federal republic but i dont believe it should be divided on the basis of ethnicity. Dividing regions on the basis will only create a bigger division between the different ethnicities. The regions should be left as it is. What should be torn down is the caste system, which is the root of all evil that exists even till today. s2
I also beleive giriji prasad koirala and other really old politicians need to step down and let the younger generation take over. For gods sake, these people need to take a vacation or retirement. Havent they heard the word "Retirement" before. It means to pass on the baton to somebody else. This has been a major problem in develpoing countries. Older politicians want to keep on going till their last breath and the country never moves forward due to their orthodox and dogmatic beliefs.
At this stage, i feel nepal is still in a chaos and it seems like the political parties will never come to an agreement due to their selfish needs. WHEN ARE THE NEEDS OF THE NEPALI PEOPLE GOING TO BE MET? WHEN WILL THEY REALIZE THAT THERE ARE MILLIONS OF PEOPLE IN NEPAL WHO ARE LIVING UNDER THE POVERTY LINE AND NEED HELP? WAKE UP PEOPLE?
P.S. By the way if somebody finds discussing politics boring then you gotta wake up and look around you, your country is not exactly in the most wonderful situation.

I read these comments, and I thought i must read something, plus What I know is Whether or not I read a comment on this Article does any affects on them (who have written comments saying that they are youth & say POLITICS ! .....SUCK !) or (who have written that Maoists are killers of 15000 nepalis, Don't trust them...) etc..s. I just wanna say that Let's put your song for BUFFALO Soldiers by BOB Marley, and think about your history, yes your history {I know it's not your (kind of you people) business} because you just want the PEACE & PROSPERITY already there & think, let's exploit it.... Guys everything just does not comes up in surface without any Ordeals, Let you ask your mom that when you were born how muck pain she bored? And let us think that without the sun how could be Earth Here? So know your history and know where you come from Dear !

As we all know Nepal is in Transition period, it's in a process of history making, in this history there be written of yours too... what do you think, kind of you type think & do for whom, And yes We all know that we love Nepali N Nepali but what kind of love that does not have LIFE at this moment! Guys I think your kind of love just shows the LOVE only, (may be it's changed world and you are thinking of Test-Tube Baby... Ha Ha HA...)

But not remembering of ten years of war by maoist, not remembering of BP koirala, Not remembering of Madan Bhandari, Not remembering of LINCON, Not remmbering of GHANDI, not remebering of MANDELA there is no future of HUMAN WORLD... And not remembering of LOKTANTRIK AANdolan-2 of Nepal there is no history of you either...

And one thing I am politician, Am not a leader, am not a Party Cadre too, and yes I also hate most of the politician of nepal, but I love Politics, I love to know politics because it does save me from exploitation by BAD politicians...

And one commentator has written that let's talk about development, well yes you are right. But do you think as the leaders are same, as the system is same, as the working style as same, as the values are same, as the thinking of youth are same, as all is same ! can go with new then ? We need federal because it's new system for nepal and seems the most relevant, and we need ethnic rights because it's the GRAVE right of any person in this world and seems inextricable eith your existence, we need republic because history says it's the rigid fence that comes always ahead of DEMOCRACY, and PRO-PEOPLE....

And remind it...

If you think your leaders are corrupted , they must be expelled, yes you are right but If you think only, then be GOVERNED by them always... keep thinking, keep writing of these kind of comments, because it's your fate, Oh Yes BUT you can change your fate. It's up to you...AGaIN

Cheers !

I don't go with the moaist word. They are doing all these to collect the votes. They want to win the hearts of local people but this is wrong. we cannot divide the contry on their basis for any reasons. Moaist, stop playing politics and if you really care for the country drop your weapons and put your hands together for development

It is miserably sad that such an imporatant topic that will determine the fate of our country in days to come is boring to so many people. Its disgusting to see how people from different ethniccity are spilling vimit from each other, while defending only their ethnicity.

Comon people, the people of Pokahra do not have such constipation of ideas and hiccups of mind. If you don't understand the topic here keep your mouth shut. And this site is not about NATURE bughead, its everything about Pokhara.

post by: Federalism vs non-F @ 27 Mar 2007, 09:07 pm

Federalism is OK, but not OK to Maoist's 9 ethnic based federalism, because nepal will soon turn to ethinic cleansing era. All Bahun-Chhetries Newars will be wiped out of Magar's, tamang's, Rai-'s, gurung's states. It is a fact. They will give a false promise at the beginning, but it will be achieved systematically. When you don't get key jobs, key political positions, but some one with low educational qualifications or other lower qualifications get a position which you could not get just because you are a Bahun or chhetri, then why will you stay there. Slowly you will migrate to the place where you will get respect, and dignity. The other way round is also true. All Magars will kicked out of Gurung's state, and all Gurungs will be systematically and slowly kicked out of Magar's state or Rai's state .... such isolation will threaten the tolerance we have now.

How many educated Gurungs or Magars or Bahun Chhetry wear their traditional dresses? but western jeans pants? If you can wear such clothes, why are you forcing the uneducated to follow and maintain the tradition for you, so that you can be proud showing their pictures to someone else that "Hey, I am from this ethnic background, and it is my traditional dress. They are tribes, and I am educated so a bit modernaized, and they are still wild and illeterate. They slaughter animal in temples"..... Why not we think of belonging to the same colorful community, why should we isolate each other?

Maoist came up with this idea, because that way they could exploit these ethnic people, and they could provoke them. Did not you see the leaders area all Bahun Chhetries plus Newars? It is just a game they are playing by provoking people, and pushing the country towards ethnic cleansing.

Geographical based federalism is not objectionable to me, but a BIG NO to Maoist's ethnic based federalism. I was happy to see that No One was attacked by the Maoist Student Wing's leader when others put their views. I am just wonder whether they are safe? Maoists = 15,000 killers, and you should be very careful when you attend a meeting participated by Maoists, and if you have a differing opinion. Thye might come in a few weeks of time.

Don't trust hyana in Jungle, and don't trust Maoists anywhere in the world. Both can harm your body.

Dude gimme a break!!!Instead of uniting the whole nation and bringing out a feeling of one n not many...ppl are taking abt divisions considering ethinicity...ITs the 21st century and ITs time to advance and talk about Education, Development and how to make achievements that can bring a revolution in the whole world, not divisions for god's sake!!Students from goverment campuses like PN, Shankar etc already were brainwashed and evolved as Maobadis and corrupt political leaders not as doctors or engineers....Politics is sth that eats u up and leaves u with nothing....even if a decent man with an aim to change the whole face of polictics and help the citizens steps up, the moment he joins politics he becomes liek all the political leaders who talk for citizens and work for only THEM..There's no one to blame anyway...ITs like sending the bad boy back in the womb and giving him rebirth so that u can train him to be a good boy..which is not possible...So just go with life ...if sth is bound to happen it wil happen anyway!!!
hehhehhe m so good at posting comments hey pkr city if u need a writer contact meh....
